Capita has developed numerous criminal justice applications that consolidate, manage, report, and provide quick and secure access to Crime and Criminal information.
Capita’s systems integrate information from several internal, State, and Federal systems, and manage the criminal's rapsheet, photos, fingerprints, and now control DNA collection. The applications use the Federal XML standards so the information can be made accessible to other government systems.

DNA Order Tracking Systems (DOTS):
Managing criminal and crime information is critical in the criminal justice war.
DNA is becoming the single most important information to manage since it uniquely
identifies an individual, and can be gathered from a crime scene/war
location and from suspected criminals/soldiers. Capita Technologies
has developed a DNA Order Tracking Systems, called DOTS.
DOTS assures that the right people are getting the DNA testing,
manages all the pertinent documents (rapsheets, court orders,
FBI returns, IAFIS) through the process of collecting the DNA,
storing the results in the DOTS database, and making this easily available
to the criminal justice community with the proper credentials.
There are many uses for the DNA:
- The information can then be used to solve crimes where DNA samples have been collected.
- Uniquely identify deceased individuals/soldiers.
- Maintain comprehensive individual identification information for criminals, soldiers, and enemies, such as terrorists.
Capita Technologies has developed comprehensive crime and criminal management systems that utilize the DNA information, as well as photographs, fingerprints, and numerous other identifiers.

Los Angeles County Probation Case Management System (PCMS)
The County of Los Angeles Probation Department awarded Capita the project to develop the next generation Enterprise Probation Case Management System.
The system is integrated and encompasses all aspects of operations of the department, enabling the Probation Department, its officers and executive management, to provide the services to the community with greater efficiency, so that the department can focus on the most important aspect of its services – the rehabilitation of the probationers.
The focus is on the probationer and his/her individual needs, both in terms of managing, tracking and reporting the case, as well as tailoring the programs and services towards their individual needs.
Management receives performance reports on the key indicators that measure the effectiveness of its services to the community. Real time and accurate information is visible to the users of the application, which enables the department and its officers to promote effective decision-making for its probationers and the communities they serve.
The improved system includes the following differentiators:

The solution is highly integrated and utilizes J2EE, XML, relational databases and is separated in layers that support technical flexibility. It also complies with the industry standards such as the CJIS standards and the Justice XML Standards.

Consolidated Criminal History Record System (CCHRS)
The Los Angeles County Sheriff Department selected Capita to build the new Consolidated Criminal History Record System (CCHRS). The system manages over 8 million criminal records and has over 15,000 workstations with secure access to criminal information. CCHRS integrates with 12 systems at the federal, state, county and various city levels.
CCHRS manages the criminal rapsheets, INS information, fingerprints, photos, and now DNA information. Capita Technologies developed the system utilizing Oracle Forms 6i, Oracle 9iAS, Oracle 8i, J2EE, and the Interstate Criminal History Transmission Specification for XML. Further, Capita Technologies also developed a user interface of such surpassing ease of use that it reduced the need for user training among the more than 15,000 users. The system was developed on time and under budget.

Los Angeles Regional Crime Information System (LARCIS)
The Los Angeles Regional Crime Information System (LARCIS) is an online mission critical computer system designed to integrate the functions of capturing, storing, collecting, evaluating and disseminating information related to any crime, arrest or incident report written by either the Los Angeles County Sheriff’s Department, Los Angeles Police Department or other participating agencies. This system has been designed to improve the quality, management and sharing of information to field personnel, administrative managers and executives. LARCIS provides integrity, accuracy and greater flexibility in information data retrieval, and greatly reduces the need for duplicate data entry.
Capita upgraded the existing technology to enable the current LARCIS 6i application to be web enabled using Oracle Forms 6i on the web.
