Probation Case Management System (PCMS)

The County of Los Angeles Probation Department awarded Capita the project to develop the next generation Enterprise Probation Case Management System. The system is integrated and encompasses all aspects of operations of the department, enabling the Probation Department, its officers and executive management, to provide the services to the community with greater efficiency, so that the department can focus on the most important aspect of its services – the rehabilitation of the probationers.

As the largest county in the nation with over 10 million residents, Los Angeles needed an advanced probation system to meet their high scale requirements. The benefits of this new generation probation system include:

Accomodates 5,000 users in 50 locations.
Allows the Juvenile Bureaus to conduct approximately 21,000 probation investigations per year and to supervise 20,000 juvenile probationers, resulting in 90,500 juvenile court reports anually.
Manages 2,000-2,200 minors in its juvenile halls.
Handles juvenile hall operations, which provide secure housing for both pre-adjudiciated and post-disposition wards of the juvenile court.
Supports 19 probation camps, which house 3,000 minors per day.
Efficient workflow that is tailored to the different users within the department.
Automated processes that enable the Probation Officers to make timely and sound decisions based on the quality of information that the system collects.
Combined scientific and social approaches to the services and programs provided by the Department.

Juvenile Probation Case Managment System

Prior to creating PCMS for Los Angeles County, Capita performed a web-based software application support to enable web deployment of the Juvenile Case Managment System (JCMS) application, built by Syscon Justice Systems. Capita implemented, maintained and enhanced the JCMS system until developing the enterpise Probation Case Management System (PCMS) to better serve their needs. Additionally, Capita worked to develop additional interfaces and reports to enable the application to support its 1000+ end users.

Probation EDMS e-Filing (PEDMS e-Filing)

The PEDMS e-Filing System is a Java-based Service Oriented Architecture (SOA) implementation of a document delivery and data integration services among several LA County agencies. It handles between 200,000 and 300,000 reports per year.The Probation Case Management System sends a notification to PEDMS for any inserts, updates or deletions of the court report records, as well as the Probation Officer's recommendations from the court report. The project is a landmark step for the county as it introduces open standards for information exchange as dictated by the OASIS specifications. This prepares the county for its long term goal of being a major data provider and data user, interfacing with federal, state and county level agencies.

DNA Order Tracking System (DOTS)

Managing criminal and crime information is critical in the criminal justice war. Capita Technologies has developed a DNA Order Tracking Systems (DOTS), which ensures that the right people are getting the DNA testing required. It also manages all the pertinent documents (rapsheets, court orders, FBI returns, IAFIS) through the process of collecting the DNA, storing the results in the DOTS database, and making this easily available to the criminal justice community with the proper credentials.

Consolidated Criminal History Record System (CCHRS)

The Los Angeles County Sheriff Department selected Capita to build the new Consolidated Criminal History Record System (CCHRS), which manages the criminal rapsheets, INS information, fingerprints, photos, and now DNA information. The system manages over 8 million criminal records and has over 15,000 workstations with secure access to criminal information. It also integrates with 12 systems at the federal, state, county and various city levels.Capita Technologies also developed a user interface of such surpassing ease of use that it reduced the need for user training among the more than 15,000 users. The system was developed on time and under budget.

Los Angeles Regional Crime Information System (LARCIS)

LARCIS in an online mission critical computer system designed to integrate the functions of capturing, storing, collecting, evaluating and disseminating information related to any crime, arrest or incident report written by either the Los Aneles County's Sheriff Department, Police Department or other partcipating agencies. The system was designed to improve the quality, management and sharing of information to field personnel, administrative managers and executives. LARCIS provides integrity, accuracy and greater flexibility in information data retrieval and greatly reduces the need for duplicate data entry.
